PROJECT: Affordable Housing - Spartanburg
DESCRIPTION: The firm was selected to complete the Housing Market Analysis for the Consolidated Plan for Spartanburg County, South Carolina. The analysis will be a key element of the Consolidated Plan, which will be used to obtain funding from HUD to address the special needs of the population. The completion of this study will rely substantially on faith-based organizations that provide housing for homeless and other special needs population. Unlike other communities, the Upstate area of South Carolina tries to provide housing for special needs population (elderly, HIV, disabled) through the regular housing stock. Normalization is the chief desire.
PROJECT: Consolidated Plan for Housing, Miami-Dade
County, Florida
DESCRIPTION: Completion of the Consolidated Plan for Miami-Dade County which includes the development of the housing strategy for the entire county. This project is developed according to HUD regulations for the content and required analysis. Final approval is required by HUD. Elements of the Plan include a market analysis of housing for the county with emphasis on demand for Affordable Housing. Another key segment is the inclusion of a program to address the homeless conditions throughout the area. The Action Plan for the next five years for the development and completion of programs and projects to address the housing needs is also included. The last element is the development of specific neighborhood revitalization plans to address needs including housing. The public input portion of this project is essential for the approval process as well as development of a comprehensive plan. Will be completed on budget and on-time. PROJECT: Durham Housing Authority
DESCRIPTION: PMGA will meet with the DHA staff to collect information regarding the project as well as collect data from other sources. A survey of potential DHA tenants will be conducted to determine the exact demand and the issues important to the affordable housing population. The measurement of the market will include all of the characteristics required to analyze the feasibility of the housing projects for DHA. A draft report will be completed within the 30 day time frame and delivered to DHA for review and comment. After the comments are received, a final report will be prepared. A presentation of the findings will be made to the DHA Board.
PROJECT: Brevard County HOME Consortium Consolidated Plan, Brevard County, Florida
DESCRIPTION: The 5-year Consolidated Plan for a consortium of the County and all municipalities was completed to meet the requirement of HUD to qualify for additional funding for the consortium members. The Consolidated Plan addresses housing needs as well as Economic Development Strategies for target communities.

PROJECT: Evaluation of a Proposed New Downtown Residential Incentive Program (RIP), City of West Palm Beach, Florida
DESCRIPTION: The City had written major revisions to an incentive program for residential construction in the downtown area. The proposal, essentially an inclusionary housing ordinance, would have allowed developers to build an additional three stories above existing development rights if 10% of the units constructed were offered and maintained as attainable housing for moderate income persons. An evaluation was performed and feasibility of providing the required housing was determined based on a sample project. Further review was undertaken to show threshold levels of attainable housing for different heights, property costs and construction costs while maintaining economic viability of the project for the developer.
PROJECT: Analysis of Tenant Selection Process, Miami-Dade Housing Authority
DESCRIPTION: Analysis of the existing procedures to fill vacancies at the public housing facilities operated by Miami-Dade County. The analysis was conducted to insure compliance with a consent decree from a class action lawsuit previously filed in this matter. In addition a citizen based group (LIFFT) had offered a proposal to address the vacancy issue. The responsibility of PMG Associates was to evaluate the conditions and programs and make recommendations to address all issues and concerns. Development of a process that improved the choice of prospective housing authority tenants, yet did not require additional resources from the housing authority staff.
