Several services are offered by PMGA including Market Studies, Identification of Funding Sources, Operational Analysis, Findings of Necessity, Redevelopment Plans and Implementation Strategies. Some examples of the work performed by PMGA include a fiscal analysis which can calculate Tax Increment Financing (TIF) and other revenues generated by redevelopment projects and a Master Plan that leads to economic opportunity. Annexation studies determine the costs associated with annexation including tax rates, service fees and other charges for both the existing and proposed corporate limits. Included in any analysis is the examination of land use and zoning issues to determine if there will be an impact on the lifestyle of the new residents. Incorporation studies establish a theoretical "city" including all levels of services and departmental staffing issues. This also involves preparing an estimated budget for the new city and identifying all revenue sources. Lastly, the estimated tax rate will be determined for the new city, in addition to its impact on residents.
Transportation studies include public transit, airports, ports and marinas, and general traffic examinations. The work performed in this field range from researching the use and value of a facility to surveying passengers in order to acknowledge and understand marketing, planning, and operational issues. Based on PMGA’s findings, a client could then determine the benefits of expansion and improving their existing framework. Other Transportation services contain demographic analysis, impact analysis, freight studies, rail and people movers, data base management, and public awareness and participation.

Based on the assessment, the client will be able to make the major decisions they face in a very competitive market. The financial assessment focuses on the profitability and stability of a client’s business or project, while a fee assessment will address each fee with specific recommendations for change based on the collected information.
